Two women allegedly threatened staff with a syringe and witnesses with a taser during a theft from Kmart in Warragul.
Police were told the women attended the Hazel Drv store over consecutive days.
They allege the pair loaded one trolley with goods before using a receipt for other items to exit the store on Thursday, December 12.
Police reported the women returned on Friday, December 13 at about 4.20pm and filled two trolleys with goods. When questioned, it is alleged the women became aggressive and one threatened a staff member with a dirty syringe. No syringe was produced.
Police said witnesses intervened before following the pair to a silver 2002 Commodore sedan. It is alleged one of the women threatened others following them before producing and activating a taser.
Detectives from Baw Baw CIU and Cardinia CIU, together with uniform officers from Pakenham, executed a search warrant at a Pakenham address on Thursday morning.
A 21-year-old Pakenham woman was arrested and charged with two counts of threat to inflict serious injury, two counts of possessing a prohibited weapon as well as armed with criminal intent, theft and assault with a weapon.
A 22-year-old Pakenham woman was arrested and charged with theft and unlawful assault.
They were bailed to appear at Latrobe Valley Magistrates' Court on March 24.
