The search for a contractor to build the $35 million Culture and Connection Precinct in Warragul has begun.
The precinct, which will incorporate a three-storey library and learning centre, is planned to sit alongside the West Gippsland Arts Centre in Civic Place.
Baw Baw Shire reported the first major step in the procurement process had begun, with contractors invited to submit expressions of interest.
Mayor Danny Goss said the process would determine a shortlist of suitable contractors for when the project went to tender.
"Projects of this magnitude involve complex and lengthy planning and procurement processes before anything even happens on the ground," Cr Goss said. "While we continue to seek the final $5 million in grant funding, we're doing everything we can to be as prepared as possible for when that time comes."
Cr Goss said the new council was committed to delivering the facility, with council previously committing $10 million and the balance largely funded through various state and federal government grants.
"This will be the largest project ever delivered by council with enormous and lasting benefits for the community for generations to come," he added.
A new community library will be a feature of the Culture and Connection Precinct, incorporating a children's library, maker's space, video gaming, reading, collection and study areas.
It also will feature creative and cultural space; community meeting rooms; consulting rooms; co-working spaces; public terrace area; public amenities and pedestrian connection to the arts centre.
"Sitting side by side, this new facility will merge our thriving arts and entertainment precinct," Cr Goss said. "We are creating a truly community-focused precinct, where everyone can connect and learn, gather for events and enjoy the beautiful surrounding parkland, all walking distance to the thriving town centre."
