Former Baw Baw Shire councillor Joe Gauci said he was disappointed but not surprised in the investigation findings.
Mr Gauci and his daughter Kelly Sheppard both plan to speak at tomorrow night's council meeting.
Mr Gauci believed the two investigations found no fraud or corruption by council officers "because they were working within the guidelines of a flawed policy."
He also expressed disappointment that the two investigations did not cross over, therefore believing a whole section of his complaint was not examined.
"There was no conversation between Protiviti and Russell Kennedy Lawyers at all," he said. "Neither party was able to talk to each other. They weren't allowed to cross reference."
He said the planning procurement report identifying problems within the policies and tendering process was "major as far as I'm concerned."
Mr Gauci said one example of awarding 184 jobs to one company and zero to another was "not unconscious bias".
"They couldn't prove it because they weren't breaking the rules of the current policy," he said. "When a system is flawed and officers are working in a flawed system, that's how you get bias."
Mr Gauci also indicated he would push for a copy of the full independent reports to be released.
"This report did not surprise me," he said. "But there's more in it and I think council needs to be open and actually, at least, let us know a bit more in depth."
