It's back to the drawing board after a grant application to construct changerooms at a Warragul oval was knocked back.
Baw Baw Shire Council will now change tact and appeal to the State Government for a $1 million grant to fix the "bloody embarrassing" situation at Western Park's second oval. However, if successful, ratepayers may need to meet a $560,000 shortfall.
In a seven-two vote, councillors endorsed making an application to the Regional Community Sports Infrastructure Fund, which offers a maximum of $1 million.
In order to apply, they also reallocated $1.46 million of funding from various programs across the 2025/26 and 2026/27 budgets to serve as council's co-contribution.
Cr Paul Pratt described the federal government's decision to knock back the $1.56 million application as "bewildering to say the least."
Cr Pratt said it was "bloody embarrassing" when visiting clubs attended an oval in the heart of Warragul where girls, boys and umpires were forced to change in a coaches box. He said there was no privacy, no protection from elements and crossing supervisors were required to cross Tarwin St for access to dated facilities at Western Park's main oval.
"The oval is overdue for facilities," he said. "In actual fact, how was it even built as it is now without the facilities and parking?"
Due to the knock back, Cr Pratt explained council would need to divert funds. However, he emphasised this wouldn't impact specific projects, adding "I'm confident though that over time we can raise funds".
This included reallocating $900,000 from 2025/26 and 2026/27 changeroom and amenities program; $280,000 from 2026/27 hard playing surface program; $200,000 from 2026/27 sports field surface program; and, $80,000 from surplus funds in the 2026/27 budget.
Cr Kate Wilson said it was another example of Baw Baw being let down by other levels of government.
"I really appreciate the agility the organisation has shown of finding another way to achieve this project for our community and get it done," Cr Wilson said.
Cr Danny Goss said the matter needed to be decided urgently before applications for state funding closed.
Two councillors, Crs Tricia Jones and Jess Hamilton, voted against the general business motion submitted by interim chief executive officer Cohen Van der Velde. However, they didn't take part in debate.
